PGm. *fōdra- n. 'sheath, casing; fodder, animal feed' < PIE. *peh₂-dhro-. “A merger of two instrumental nouns. In the meaning 'fodder', it is related to *fōdjan- v. 'to feed'. The attestations meaning 'sheath' or 'casing', on the other hand, were derived from the PIE root *peh₂-, i.e. v. 'to protect', cf. ToA pās-, ToВ pāsk- v. 'to guard'." (GK).
